RODNEY STEVENS, SES - Program Executive Officer

Rodney Stevens photoRodney Stevens, a member of the Senior Executive Service, is the Program Executive Officer, Training Directorate at the Air Force Life Cycle Management Center. He leads over 1,700 employees and more than $7.43 Billion in active year funds. Stevens provides strategic direction and senior-level oversight for the Directorate’s four Divisions, located primarily at Wright-Patterson Air Force Base, Tinker Air Force Base, and Hill Air Force Base. Under his leadership, these Divisions deliver critical materiel solutions and manage the acquisition life cycle for a broad portfolio, including the T-7 Red Hawk, Advanced Training Capabilities, Simulators and over 1,500 fielded Training Aircraft for the USAF and its International Partners.

Col Carlos A. Quiñones - Deputy Program Executive Officer

Col Carlos A. Quiñones photoCol Carlos A. Quiñones is Deputy Program Executive Officer for the Training Directorate, Air Force Life Cycle Management Center. In this position, he is responsible for over 1,500 personnel in the management and execution of a portfolio valued at $22.3 Billion. The Directorate’s four Divisions, located primarily at Wright-Patterson Air Force Base, Tinker Air Force Base, and Hill Air Force Base, provide materiel solutions and acquisition life cycle management for T-41D, T-51A, T-53A, T-1, T-6, T-38, T-7, Advanced Training Capabilities, and Simulators.

VISION: To be the trusted provider for innovative, responsive, proactive, and agile solutions to modernize and sustain Legacy Training Aircraft.



Primary locations: Hill AFB, Joint-Base San Antonio, NASA, Robins AFB, Tinker AFB, Tyndall AFB, Wright-Patterson AFB
