Colonel Grant Spear

Col. Grant Spear is the Mission Integration Team lead under the Architecture and Systems Engineering Space Deputy for Contested Maritime, Department of the Air Force Program Executive Office for Command, Control, Communications and Battle Management (DAF PEO C3BM), Assistant Secretary of the Air Force for Acquisition, Technology and Logistics, Headquarters U.S. Air Force, the Pentagon, Arlington, Virginia. He is responsible for the oversight of technological architecture and integration of the DAF BATTLE NETWORK for contested maritime while providing maritime expertise, architectures, and analysis to the ASE team.  

Prior to Col. Spear’s current responsibility, he served as the Military Deputy to the DAF PEO C3BM Chief Architect and Systems Engineer. The division is responsible for design of the DAF BATTLE NETWORK. 

The DAF BATTLE NETWORK is the integrated system-of-systems connecting sensor, effector, and logistics systems providing better situational awareness, faster operational decisions, and decisive direction to the force.  It integrates roughly 50 programs of record across the department, ensuring resilient decision and information advantage needed by the Air Force, Space Force, Joint, and Coalition forces to win against the pacing challenge. It is the DAF’s contribution to Combined Joint All Domain Command and Control.  

Col. Spear has served as the Chief of the Commander’s Action Group for the Military Satellite Communications Systems Wing and Executive Officer to the Commander of the 380th Expeditionary Operations Group, Al Dhafra Air Base, Southwest Asia, as well as Deputy Chief, 5th Generation Integration Division, Headquarters U.S. Air Forces in Europe and Air Forces Africa, Ramstein Air Base, Germany.  

He also served in numerous test and acquisition positions including Test Director, Air Force Operational Test and Evaluation Center, Kirtland Air Force Base, New Mexico.; Chief Systems Engineer, Enhance Polar System, Los Angeles AFB, California.; Deputy Chief, AMRAAM Production & Sustainment Brand and Chief of Program Integration for the Advanced Programs Division in the Armament Directorate, Eglin AFB, Florida. 

Through the Air Force Reserve Officer Training Corps program at Florida State University, Col. Spear commissioned in 2003 and earned a bachelor’s degree in mechanical engineering. He also holds a master’s degree in systems engineering from the Air Force Institute of Technology, Dayton, Ohio.
