Brigadier General WILLIAM L. OTTATI Brigadier General William Leigh Ottati is Program Executive Officer and Director for the Mobility Directorate at the Air Force Life Cycle Management Center (AFLCMC), Wright-Patterson AFB, OH. He leads more than 1,700 military, civilian, and contractor personnel and is responsible for program execution and executive management for all ACAT I, II, III, and sustainment programs in the Air Force’s $47 billion airlift and tanker aircraft portfolio, to include airlift modernization, futures, C-5, C-17, C-130, KC-46, and KC-135 aircraft. Brigadier General Ottati received his commission from the United States Air Force Academy in June of 1999. During his career, he served as System Program Manager and Senior Materiel Leader for the KC-46 at AFLCMC’s Mobility Directorate at Wright-Patterson and was also the Senior Materiel Leader for the International Airborne Battle Management Command and Control (BMC2) Division at Hanscom Air Force Base, Massachusetts. He also served as Materiel Leader and Branch Chief for the C-130J Program, at AFLCMC’s Mobility Directorate at Wright-Patterson. Additionally, Brigadier General Ottati was a student in the System Design and Management Program at the Massachusetts Institute of Technology, and prior to that, he was the Military Assistant to the Assistant Secretary of the AF (Acquisition). His other assignments include tours as a behavioral scientist and human factors engineer in the Air Force Research Laboratory, and Flight Commander and Instructor for Basic Officer Training School, where he educated and trained 90 future AF officers. He also served as Deputy Commander for Detachment 5 of the Air Force Research Laboratory, as well as the Deputy Chief for the Radio Frequency Radiation Branch of the Directed Energy Bioeffects Division, Human Effectiveness Directorate. He has also held staff assignments as aide-de-camp to the Commander of the Air Force Doctrine Center, and various executive officer positions for the Commander of the 24th Training Squadron, Commander of the 380th Air Expeditionary Wing, and the Air Force Scientific Advisory Board. Prior to his current assignment, he was the Program Executive Officer and Director for the Presidential and Executive Airpower Directorate, Air Force Life Cycle Management Center, Wright-Patterson AFB, Ohio.
