CHRIS E. LEAK

Chris E. Leak is the Director, Acquisition Excellence & Program Execution, Air Force Life Cycle Management Center (AFLCMC), Air Force Materiel Command (AFMC), Wright-Patterson AFB, Ohio.  In this role, he is responsible for Program Management and Test and Evaluation workforce managements, as well as ensuring the effective function of the Acquisition Centers of Excellence across all center locations.  This follows his detail as Special Assistant for the Commander, AFLCMC, supporting the Air Force Air Superiority 2030 strategic planning effort.  Previously, Mr. Leak was the F-16 Development System Manager responsible for development and production of advanced air combat capabilities on the F-16 aircraft for USAF and Foreign Military Sales (FMS) customers, managing an organization of 178 people and responsible for ~$24B in development and production contracts. 
 
Prior to the F-16, he led aeronautical development planning developing cross-enterprise and cross-service capability-based solutions to AF and Joint Service gaps and shortfalls.  In 2004, Mr. Leak became the AFMC command lead for the Next Generation Long Range Strike effort, supporting screening of technologies, evaluation of concepts, and development of formal requirements. He came to ASC in 2000 to co-lead a command-wide team commissioned by AFMC/CC to evaluate and recommend strategies for reinvigorating development planning within the acquisition community.  While assigned to the Air Force Research Laboratory (AFRL) and its predecessor organizations, Mr. Leak conducted basic research on advanced semi-conductor materials, evaluated the use of advanced failure prediction techniques to estimating avionics lifetimes, lead concept planning for aircraft thermal management leveraging advanced modeling and simulation (M&S), and managed the M&S Portfolio for headquarters AFRL.
