DEAMS Reaches Major Milestone

WRIGHT-PATTERSON AIR FORCE BASE, Ohio – The Air Force core Accounting and Finance system rang in the New Year by reaching a major milestone when the office of the Secretary of the Air Force for Acquisition declared Full Deployment complete for the Defense Enterprise Accounting and Management System (DEAMS).
 
This achievement is the culmination of over a year-long, teamwork intensive effort to upgrade, stabilize, deploy, and support this critical system.
 
DEAMS supports all Air Force Major Commands, U.S. Space Force, and Unified Commands where the Air Force is the executive agent. It manages the control, execution, and reporting of the Air Force General Fund and the U.S. Transportation Command Working Capital Fund, and supports Defense Finance and Accounting Service (DFAS) services provided to Air Force customers.
 
A critical upgrade to this Oracle® Enterprise Resource Planning system delivered enhanced functionality, warranty support, standardized processes, and critical cyber security patches to over 17,000 users across 170 installations. Additionally, the team tackled COVID-19 challenges head-on, delivering a Congressional pandemic reporting requirement early to need.
 
“I couldn’t be more proud of what the team has accomplished,” said Lt. Col. Emilio Talipan, DEAMS Materiel Leader within the Business and Enterprise Systems Directorate. “Achieving Full Deployment has largely been a 24/7 effort for over a year, resulting in over 20,000 lines of code being developed, overcoming 979 test defects, delivering over 200 production software releases. This shows what an excellent partnership between PMO [Program Management Office], FMO [Functional Management Office], and System Integrator can accomplish with the support of our Senior Leaders.”
 
During this upgrade the DEAMS team stepped up to the challenge of implementing Agile methodology as an National Defense Authorization Act Agile pilot program. By demonstrating complex communication, coordination, and synchronization, the DEAMS team has set a course for continuous capability development and delivery and is a model for other programs working within an Agile framework.
 
“The DEAMS team has proven time and again that challenges are really opportunities,” added Col. Walter Bustelo, the directorate’s FM Systems Senior Materiel Leader. “When the team seized the opportunity to succeed, they delivered critical capability to the warfighter, ensuring mission success.”
