IDECS Transforms from Legacy Sustainment to Modern Mission Readiness

MAXWELL AFB-GUNTER ANNEX, Ala. --  The Department of the Air Force (DAF) has updated its core financial data system to improve the accuracy and reliability of information used by senior leaders for budgeting and planning.

Since the early 2010s, the department's ability to produce compliant financial products was limited by the Integrated Budget Documentation and Execution System's (IDECS), which relied on outdated development methodologies. The legacy system struggled to adapt to changing requirements and integrate security, creating risks to data integrity and financial planning.

Upgrading IDECS to Agile DevSecOps capability improves the secure and timely delivery of financial data. The transition from legacy processes provides leadership with more reliable and current budget information.

To address these challenges, the IDECS team moved away from waterfall development processes and adopted Agile methodologies. The transition to iterative development sprints and cross-functional teams has improved product owner satisfaction for both SAF/AQ and SAF/SQ, while reducing unnecessary contract data requirements lists and deliverables that do not provide direct value to the government or the customer.

Security tools are now built into the development pipeline. This approach has reduced the program backlog by 94% and technical debt by 64% since January 2026. A new governance process allows issues to be addressed more quickly while maintaining compliance with regulations.

The updated system has improved the consistency and timelines of financial products, reducing the risk of delays and data inaccuracies that previously threatened financial planning.

With a more reliable source of financial data, leaders across the Air Force and Space Force can plan and allocate resources with greater confidence.

The modernization of IDECS also supports broader digital transformation efforts across the DAF. It helps ensure funding decisions align with budget cycles, including the President’s Budget and budget estimate submission.

The system supports modernization efforts, responds to emerging threats and improves operational readiness by ensuring resources are allocated effectively.
