Three FMS Training Courses in AFLCMC Virtual Focus Week, Developed by AFSAC Published Jan. 19, 2021 By Jonathan Tharp Air Force Security Assistance and Cooperation Directorate WRIGHT-PATTERSON AIR FORCE BASE, Ohio –Do you work in Foreign Military Sales (FMS) for the United States Air Force (USAF)? As the leader of the FMS Enterprise, the Air Force Security Assistance and Cooperation (AFSAC) Directorate has developed three FMS training courses for you. They will be available in the upcoming Air Force Life Cycle Management Center (AFLCMC) Virtual Focus Week, January 25-29, 2021. Course #1: Distance Learning (DL) FMS C1 Constructive Quantity Delivery Reporting In the FMS world, C1 Constructive Quantity Delivery Reporting has been a hot topic recently. It’s very important because it is the system used for keeping the entire FMS Enterprise informed on airpower capabilities being shipped and delivered to our foreign partners across the globe. The “C1” label is how all transaction codes in the system start, so it’s easy to recognize. This course is ideal for program managers, financial managers, case managers, country support managers, and line managers in the AFLCMC Program Offices and the AFSAC Directorate. It will help you gain a deeper understanding of how the reporting works to track financial expenditures and physical deliveries of FMS cases with Partner Nations. Course #2: DL FMS Reconciliation Bump Tool This course is designed for FMS case managers, command country managers, line managers, and financial managers in the AFLCMC Program Offices and the AFSAC Directorate using the Security Assistant Management Information System (SAMIS) for FMS case management. For SAMIS users, the FMS Reconciliation Bump Tool is software that overlaps SAMIS and the Commanders Resource Information System (CRIS). The tool compares physical delivery reports in SAMIS to financial expenditure reports in CRIS and identifies matches for fast sorting/matching. Using this tool, SAMIS users can focus on analysis work and not get bogged down with tedious, transactional data matching (line reconciliation) work. Course #3: DL FMS Intro to the FMS Case Financial Dashboard The FMS Case Financial Dashboard (CFD) is a tool which helps FMS stakeholders find out the financial status of a Country, Case, and Line across all four of the Financial Systems: SAMIS, Case Management Control System (CMCS), Defense Integrated Financial System (DIFS), and General Accounting and Finance System (GAFS)/BQ). It replaces the Quad. It’s basically a “one-stop shop” versus logging into each of the systems separately. You now can see all of the below information in one place: SAMIS: view logistics requisitioning financial data. CMCS: view obligation authority data, representative of execution requirements. DIFS: view FMS expenditure and delivery data from the DFAS. GAFS/BQ: view official accounting system record for United States Air Force (USAF). This course is ideal for FMS line managers, case managers, country case managers, and financial managers in the AFLCMC Program Offices and the AFSAC Directorate.
