Enhancing Transportation Fund Management: A New Interface between ILS-S and LTS

In a significant advancement for the U.S. Air Force logistics framework, the Integrated Logistics Supply-System (ILS-S) and the Logistics Tool Suite (LTS) program offices have successfully implemented a new web service designed to streamline the assignment of Transportation Account Codes (TAC) for shipments.

This new capability, which went live at the beginning of February 2025, is a critical component of a broader effort to establish end-to-end transportation funds control for U.S. Air Force transportation processes. The innovative interface allows ILS-S, which directs the movement of supply assets, to communicate seamlessly with LTS, which evaluates transportation scenarios and assigns the appropriate funding for each shipment. When a shipment is initiated in ILS-S, the relevant shipment information is transmitted to LTS via the new web service. In response, LTS provides the necessary TAC in less than one second, ensuring a swift and accurate funding assignment that is annotated on the DD Form 1348-1A.

Subsequently, ILS-S sends the DD Form 1348-1 to the Cargo Movement Operations System (CMOS), which facilitates shipment of the item.

The integration of ILS-S and LTS via this new web service is a vital stride toward achieving comprehensive control over transportation funds, ensuring that transportation services are paid for with appropriate funds and traceable to legitimate mission requirements.

The goal of this initiative is to automate the assignment of TACs and simplify shipping processes involving Air Force funds across Department of Defense (DoD) installations worldwide. By consistently applying funds controls throughout the DoD shipping process, we can enhance accountability and ensure that our transportation services align with the Air Force's mission requirements. This project has seen the collaboration of subject matter experts from the Centrally Managed Allotment and Working Capital Funded programs alongside the program offices of ILS-S and LTS. Their collective efforts have focused on refining the business logic governing TAC assignments, ensuring that proper funding is consistently applied as assets enter the Defense

Transportation System. This critical step not only mitigates the risk of misappropriated funds but also enhances financial auditability, a vital aspect of responsible fiscal management. Looking ahead, the LTS-ILS-S interface will be integrated into existing systems by the summer of 2025.

This integration will encompass the LTS-CMOS funds validation interface, the LTS DD1149 shipping tool, the LTS Air Clearance tool, and Electronic Data Interchange file processing for shipments released by DoD shipper systems.
