AFSAC DIRECTOR BRIGADIER GENERAL JOEL W. SAFRANEK

Bio photo of Brig Gen Joel W. Safranek Brig. Gen. Joel W. Safranek is the Director of the Air Force Security Assistance and Cooperation Directorate, and dual-hatted as Director of International Affairs, Air Force Materiel Command (AFMC), Wright-Patterson Air Force Base, Ohio. The directorate is AFMC’s Foreign Military Sales enterprise focal point charged with administering a more than $237 billion security assistance portfolio supporting 99 countries, 8 NATO agencies and 1 regional organization. 

General Safranek hails from Cave Creek, AZ, and received his commission from the U.S. Air Force Academy in 1996. He has served in a variety of positions at the squadron, group and wing level, to include detachment, squadron and wing command. He has deployed in support of Operations SOUTHERN WATCH, ENDURING FREEDOM, IRAQI FREEDOM, FREEDOM’S SENTINEL, RENEWAL OF HOPE, RESOLUTE SUPPORT, NOBLE EAGLE, INHERENT RESOLVE, and DEEP FREEZE. 

General Safranek is a command pilot with over 3,500 hours, in both airlift and tanker aircraft; and has been qualified as a contingency response element commander, Title 10 deputy dual status commander, director of mobility forces, and Joint Task Force-Port Opening commander. Prior to this assignment, he was the Director of the Defense Personal Property Management Office at United States Transportation Command, Scott Air Force Base, Illinois. 

AFSAC DEPUTY DIRECTOR, SHAWN LYMAN

Shawn Lyman bio photoMr. Shawn Lyman is the Deputy Director, Air Force Security Assistance & Cooperation (AFSAC) Directorate, Wright-Patterson Air Force Base, Ohio. Mr. Lyman is directly responsible for day-to-day business and providing advice and support to the AFSAC Director. He delivers direction, leadership, and management of the Air Force $267+ billion security assistance portfolio supporting foreign military sales to 96 international partner countries and 8 NATO agencies in support of our National Defense Strategy. He also serves as the directorate senior civilian leader responsible for management and mentoring of over 700 civilian and military personnel.

Prior to joining AFSAC Mr. Lyman was the lead for Digital Product Support in the Office of the Deputy Assistant Secretary of the Air Force for Logistics and Product Support. His responsibility included oversight and integration of the Air Force digital transformation efforts. Previous assignments included Director of Logistics positions in Fighters and Advanced Aircraft Directorate and Fighters and Bombers Directorate. Mr. Lyman served as the Product Support Manager (PSM), Helicopter Program Office, Air Force Life Cycle Management Center, Wright-Patterson AFB, OH.

REGIONAL SUPPORT (AFLCMC/WFA)

The Regional Support Division (AFLCMC/WFA) ensures successful Foreign Military Sales (FMS) case development & execution, and provides logistics solutions to meet our international partner materiel needs in support of the Air Force Global Partnership Strategy.  Our professional workforce delivers world class case management, centralized Department of Defense (DoD) supply chain results, manages unique FMS systems to secure non-standard parts and services, assists with the movement of material through international transportation channels and oversees requests to address discrepant materiel deliveries.

AFLCMC/WFA manages the following tri-service (Air Force, Army, and Navy) FMS programs:
 
  • Worldwide Warehouse Redistribution Service (WWRS): an FMS system used by international partners to buy/sell parts from each other in a secure, confidential manner.
  • Parts and Repair Ordering System (PROS): an FMS system used by international partners to buy parts and repairs for non-program of record (a.k.a. non-standard) air force weapon systems.
  • Web Repair and Return System (WebRandR): an FMS system used a one-stop shop for repair items, including Parts and Repair Ordering System (PROS) and contract repairs items. It is the repair & return process management system hosted on the Security Cooperation Information Portal (SCIP) that interfaces with SAMIS for case financials/C05.

CONTRACTING (AFLCMC/WFK)

The Contracting Division provides contracting solutions for United States Air Force (USAF) and its International Partners in support of the USAF Global Partnership Strategy. The division develops a variety of contracts for people, programs, and processes. Over the past year, the division awarded 117 new contracts valued at $370M. In addition to contract development, the division supports operational initiatives like migrating paper files to electronic files, providing requirements owner guidance to the FMS enterprise, conducting training roadshows focused on process improvements, and ensuring a smooth transition of contracts between Air Force organizations.

GLOBAL FACILITIES SUPPORT (AFLCMC/WFE)

The Global Facilities Support Division is responsible for developing and executing Foreign Military Sales (FMS) agreements to build and sustain facility and infrastructure capabilities for our international partners.  They support the Program Executive Offices (PEO) by integrating real property requirements with the acquisition and delivery of Air Force weapon systems and associated products throughout all six U.S. geographic combatant commands. The division is essentially a full service construction engineering firm inside of the AFSAC Directorate.

On the acquisition side, it has a “Requirements” Branch (WFEA) that works on the development of Letters of Offer and Acceptance (LOAs) to ensure the appropriate infrastructure details are specified. On the program management side, it has the “Central” Branch (WFEB) and “International” Branch (WFEC) that manage construction projects for Partner Nations.

CENTRAL (AFLCMC/WFM)

The Central Division strengthens international partnerships by delivering and sustaining materiel solutions for partner nations in the Middle East and Africa.  The Division enhances global security and stability by developing, executing, and managing Foreign Military Sales (FMS) cases in these regions. The Division’s portfolio is divided into two branches: “WFMA” Branch, which focuses on nations in the Arabian Peninsula, and “WFML” Branch, which includes the rest of the Middle East and Africa regions.  While Central Division’s efforts are key to our allies’ self-defense capability, it also strengthens our nation’s industrial capability and stability through its growing $98.5B portfolio.

OPERATIONS (AFLCMC/WFO)

The Operations Division manages the daily activity of the AFSAC Directorate. It consists of four main branches: Facilities Management (WFOA), Human Resources (WFOD), Security (WFOS), and Foreign Liaison Officers (FLOs). It also hosts a variety of career development opportunities for the Foreign Military Sales (FMS) workforce at AFSAC and within the greater AFMC FMS Enterprise.

FINANCE (AFLCMC/WFF)

The Finance Division is more than just finance; they provide decision support as well. The AFSAC finance team provides authoritative financial management expertise and FMS data reporting leadership for the United States Air Force (USAF) Foreign Military Sales (FMS). The scope of this division includes case financial activities such as forecasting, reporting and execution support, case closure, case financial dashboard (CFD) maintenance and upgrades, as well as the budgeting and execution of admin funds.  The Finance team also provides training and leadership for delivery reporting across the FMS enterprise for 100+ international partnerships. The division is divided into three branches: “Admin Financial Analysis & Integration” Branch (WFFA), “International Division Case Financial Support” Branch (WFFI) and “Central Division Case Financial Support” Branch (WFFQ).

COMMUNICATION & INFORMATION (AFLCMC/WFR)

The Communications & Information Division manages all of the AF FMS business systems for the United States Government (USG) and Foreign Liaison Officers (FLOs). The AFSAC systems include Case Management Control System (CMCS), Security Assistance Management Information System (SAMIS), AFSAC Online, Enterprise Case Portal (ECP), and Network Access. The AFSAC systems also integrate with external FMS systems including Defense Security Assistance Management System (DSAMS), Security Cooperation Information Portal (SCIP), Case Writing System (CWS), and Multi-Host Internet Access Portal (MIAP) by the Defense Information Systems Agency (DISA). In addition to “systems” work, the division supports the Directorate’s information technology (IT) and electronic communications capabilities (e.g. IT Help Desk, staff computer equipment work order tickets, cybersecurity, etc).

INTERNATIONAL (AFLCMC/WFI)

The International Division develops, executes, and manages Foreign Military Sales (FMS) cases in five of six geographic U.S. Combatant Commands: Northern Command, Southern Command, European Command, Africa Command, and Indo-Pacific Command. The division is divided into two branches: “WFIY” Branch and “WFIA” Branch. Each branch works directly with United States Air Force (USAF) International Partners to support military interoperability and joint airpower capabilities between the USAF and its Partner Nations.

POLICIES AND PROGRAMS (AFLCMC/WFN)

The Policies and Programs Division guides and enables the AFMC Foreign Military Sales (FMS) enterprise workforce. The division develops and manages AFMC FMS policies and is the Foreign Disclosure Office for the Command. This division also operates the AFSAC FMS Schoolhouse and FMS Data Visualization and Analytics (DVA) effort. The schoolhouse is a robust one-stop training platform for the FMS workforce and Foreign Liaison Officers (FLOs). The DVA effort is a significant modernization initiative of the FMS Enterprise data systems to improve visibility of all FMS case activity for 100+ International Partners.  The Division also supports the Department of State Iran–United States Claims Tribunal team in the international arbitral tribunal that resolves claims between the nationals and governments of the Islamic Republic of Iran and the United States of America.  The division also has AFSAC Mission Support Offices at Hanscom, Hill, Robins, and Tinker AFBs that support the AFLCMC Execution Directorates FMS Program Office at these geographically separated installations.
